　　昨日，萧山区委全会召开，主题很聚焦：科创引领高质量发展。

　　小切口大命题，浅藏一条底层逻辑——以科创引领建设创新萧山，从而打造新质生产力发展高地。从点到面、由小及大，这是置身新一轮科技和产业变革中的萧山选择，也是萧山打破路径依赖、加快转型跃升的突围之举。诚然，眼下各个城市都在重抓创新，这条赛道称得上“拥挤”，但萧山却认为：创新之路即便会苦，但一定不堵！

　　经济强，是外界了解萧山的第一扇窗。   A strong economy is the first window for the outside world to understand Xiaoshan.

　　这扇窗，首先来自鼎鼎有名的民营企业——前几天公布的中国500强榜单中，7家萧山企业“霸榜”。即便放眼全国县市区，这数量恐怕也屈指可数。
This window first comes from the well-known private enterprises – 7 Xiaoshan enterprises in the list of China’s top 500 announced a few days ago. Even if you look at the counties and cities across the country, this number is probably only a handful.

　　大多数人谈及萧山经济时，免不了会加个形容词：传统。不可否认，萧山以传统经济起家，以传统经济著称。但在时代浪潮中，萧山经济整体上早已产生某种脱胎换骨、涅槃重生的变化，实现了短板拉长、长板更长、底板更稳。

　　上半年，萧山新增省级博士后工作站5家、新晋国家级博士后科研工作站3家，建站总数达到67家，稳居全省前列。这背后，是一条“需求从产业来，成果到产业去”的闭环创新体系日渐成熟，一大批企业也因此构筑起技术护城河。如浙江天蓝环保技术股份有限公司，这个以浙江大学为依托的产业化项目，已拥有发明专利150多件，并成长为固废烟气治理行业头部企业之一。数据显示，截至6月底，全区有效发明专利拥有量超1.3万件，同比增长33.99%；其中，高价值发明专利增幅全市第一，万人高价值发明专利拥有量达21.27件。

　　4月底，浙江传统优势企业内生裂变培育发展新质生产力现场会在萧山举行，萧山首创的传统优势产业内生裂变模式在全省推广。上半年，萧山签约开工裂变项目16个、总投资73.5亿元，工业投资连续60个月保持两位数增长。目前，一批以传统产业起家的萧山民营企业，已发展为各自行业内贯穿全产业链生态的头部企业。如，荣盛、恒逸就从化纤材料向新材料转型，裂变出了盛元化纤、逸通新材料等一批纺织新材料项目，将带动工业产值上百亿元。

　　6月下旬，京东集团落子萧山，计划在钱江世纪城投资建设区域中心，消息一出，引爆全网。关注度之所以这么高，根源在于很长一段时间，萧山都少有真正意义上的“互联网大厂”。如果说之前的网易云音乐落地是破题，那么如今京东布局则是再下一城。事实上，近些年，萧山招商引资势头很强，新兴产业“补课”很猛，而随着数百亿资本与全球顶尖技术密集涌入，萧山的产业筋骨在先进制造、数字经济、临空经济、新能源等战略新兴领域多重维度上再度淬炼升级，云豹智能等DPU领军企业、50亿级长龙·国际航空再制造中心项目等上半年相继落地即是最好佐证。

　　7月，浙大杭州国际科创中心二期建设签约。自区校首轮合作以来，该中心产出了一系列标志性、引领性的创新成果。实际上，包括浙大杭州国际科创中心在内的“北斗七星+”，是萧山近年布局重大科创平台的点睛之作。这些平台，不仅弥补了萧山高校资源的不足，更推动了产教深度融合。目前，浙大杭州国际科创中心“牵手”集成电路合成生物产业，西电杭研院“牵手”汽车电子产业，湘湖实验室“牵手”合成生物产业，“高校+平台+企业+产业链”的探索实践正加快放大赋能效应。

At present, the Hangzhou International Science and Technology Innovation Center of Zhejiang University is “holding hands” with the integrated circuit synthetic biology industry, Xidian Hangzhou Research Institute “holding hands” with the automotive electronics industry, and the Xianghu Laboratory “holding hands” with the synthetic biology industry, and the exploration and practice of “university + platform + enterprise + industrial chain” is accelerating the amplification and enabling effect.

　　1到6月，萧山新增高层次人才近9000人，同比大增45.26%；其中，仅新入职萧山的硕士研究生这一项，同比就增长了2倍之多。“暴涨”的不止高层次人才，同期全区新增青年人口达到7.1万，总量首次突破百万大关。这一进程中，一系列人才集聚平台功不可没、正在“起效”。如欧美同学会海归小镇，已集聚海归及科创人才超8000人、数字医药产业高层次人才项目超200个，实现省市合成生物未来产业先导区“双挂名”，助力拿下浙江省科技型企业家集聚区。另外，“侠客岛”人才科创综合体等也正加快推进中。

　　今年初，萧山首个“安心宝”账户落地，该账户用于兆丰机电与科创平台首个合作项目的风险保障，企业只需预付10%保证金即可启动研发，政府提供研发配套补贴，政银企研四方联动保障成果转化。目前，这项由萧山首创的先研后付“安心宝”模式，已入选“创新浙江”典型案例并在全省推广。的确，创新每向前进一步，改革就必须跟进一步，为创新者创新，为创新者营造“我负责阳光雨露，你负责茁壮成长”生态，这是萧山的营商之道，也是改革突破之道。如，在推进教科人一体改革中，萧山建立人才“编制池”，组建科技特派员队伍，率先实现全时双聘人才享受属地政策。

　　近日，萧山人工智能赋能制造业（化纤纺织）成功入选首批省级试点。首创“场景券”，构建场景、模型、算力、语料、数改“五券”体系，眼下的萧山，正以“AI+化纤纺织”为主攻方向，梯次推进行业大中小企业从数字化迈向智能化，实现行业创新发展和集群跃升，为传统产业提质增效打头阵、做示范。如，正凯集团基于DeepSeek开发智能体，帝凯工业布落地浙江首个工业布AI智能验布解决方案……依托产业链优势、落地场景优势、数字化基础优势，萧山全力冲刺“浙江人工智能赋能新型工业化应用场景第一区”。

　　6月，信息港科创中心项目动工，建成投用后将成为科技成果转移转化中心，主攻集成电路、微纳智造、量子计算等领域。历经多年布局后，萧山在生物医药、低空经济、人形机器人‌等新兴赛道已占据重要席位，并涌现出膜材料小镇、机器人小镇、湘湖未来产业社区等一批标志性特色园区。特别是在被誉为科技与产业变革最大风口的人工智能，萧山正持续串点成链、聚链成群，如已集聚近150家重点人工智能企业，AI+医疗实现重大突破，图灵小镇·信息港获批杭州市人工智能产业生态创新空间，三大AI产业社区建设如火如荼。
